resolveDeviceAuthenticationRotation

Asks the server whether this device's pending rotation key is its registered key, with a registration request signed by that key. If it is, makes it the active key and returns true; if the server holds another key, returns false and keeps both keys. For a rotation whose response was lost, or that the server applied before the local promotion failed. Throws SecureMessageClientException.NoPendingDeviceAuthenticationRotation.
