The server has no reset policy: delayed resets are disabled.

The user has no active recovery key (never registered, or revoked).

No such reset is pending (none, cancelled, completed or replaced by another transition).

The reset cannot be completed yet (server time before its eligibility time).

The request does not match the pending reset or the current recovery key, or this device's registration changed.

The request was malformed or named another device.

The new key's proof of possession or the recovery key's signature does not verify.

The status query time is outside the server's validity window.

The recovery key epoch cannot grow any more.
