class Active(val epoch: Long, val installedAt: Instant, publicKey: ByteArray) : LastDeviceRecoveryKeyStatus

A recovery key is registered: publicKey (32 bytes, public data), at epoch, installed at the server time installedAt (registration or the rotation that installed it; retries change neither).
